Yesterday, with both the House and Senate in their last day in Washington for 2025, there were 116 bills introduced. One of those bills will receive additional coverage in this blog:
HR 6846 To amend the Homeland Security Act of 2002 to require the Secretary of Homeland Security to conduct annual assessments on terrorism threats to the United States relating to the malicious use of unmanned aircraft systems by covered foreign adversaries, including terrorist organizations, and for other purposes. I can find no legislation in the 118th Congress that would be similar to HR 6846. This bill will be covered in this blog.
MIP Legislation
I would like to mention in passing one bill that will not receive additional coverage in this blog:
HR 6853 To require the Secretary of Energy to identify entities engaged in activities detrimental to the national security, economic security, or foreign policy of the United States, and for other purposes. Fallon, Pat [Rep.-R-TX-4]
While at first glance the selection of DOE to conduct intelligence and counter-intelligence activities instead of DOD related agencies seems to be a questionable choice, the DOE does have significant intel and counter-intel capabilities in their Office of Intelligence and Counterintelligence (DOE-IN). That Office is focused on energy related issues, including threats against the Department’s nuclear weapons infrastructure.
With the ongoing increase in apparent interest by foreign adversaries in accessing and potentially attacking energy infrastructure, it would seem important to increase the importance of, and support for, the operations of the Office. Hopefully this bill will include additional funding authorization for the activities outlined in the bill.
