Bills Introduced – 7-23-25
Yesterday, with both the House and Senate in Washington (and the House preparing for an early start to their ‘August’ recess), there were 187 bills introduced. One of those bills may receive additional coverage in this blog:
HR 4649 To promote the use of smart technologies and systems in communities, and for other purposes. DelBene, Suzan K. [Rep.-D-WA-1]
Cybersecurity
It looks like HR 4649 will be similar to HR 9892 that was introduced by DelBene in October 2024. No action was taken on that bill in the 118th Congress. I will be watching this bill for language and definitions that specifically include cybersecurity requirements in the coverage of the program.
MIP
I would like to mention two (companion?) bills in passing that will not receive additional coverage in this blog:
HR 4753 To amend the Arms Export Control Act to address arms export controls for certain unmanned aircraft systems and items, and for other purposes. Zinke, Ryan K. [Rep.-R-MT-1]
S 2387 A bill to amend the Arms Export Control Act to address arms export controls for certain unmanned aircraft systems and items, and for other purposes. Cotton, Tom [Sen.-R-AR]
Advanced UAS are becoming more ubiquitous on modern battlefields and are having an outsized effect on the outcomes of those battles. This certainly would seem to justify the addition of UAS arms control measures. Just as important, however, are weapons and techniques used to counter those systems (cUAS) on both the battlefield and to protect critical infrastructure from UAS activities at home.
