I posted the following comment to a discussion on Substack Notes about the number of non-votes (7 Republicans and 5 Democrats) in the Senate yesterday on a confirmation vote: “How many were ‘paired votes’? This is where a member who cannot show up for a vote for a legitimate reason gets an opposing member to not vote. Since the two votes would have canceled out each other if both members had voted, this has no real effect on the outcome. This used to be a relatively common practice back when Congress was more congenial and less adversarial.”
